Francois Quinty, director, investment management, VIA Rail Canada

Francois Quinty is the director of investment management for VIA Rail Canada, a federal Crown corporation that operates the national passenger rail service. Quinty joined VIA in 2003 and since 2005 has overseen the corporation’s defined benefit pension plan investments, with assets totaling $2.5 billion, as well as for supplemental, hybrid and defined contribution plan investments. He’s responsible for establishing and implementing investment policies, the selection and monitoring of external managers, the internal management of a $450 million real return bond portfolio, funding policies and reporting to the audit and pension investment committee of the board. Quinty also serves on the pension investment committees of McGill University and the City of Laval, Que. and was formerly a board member of the Pension Investment Association of Canada. He holds a bachelor’s degree in finance from the University of Quebec in Montreal and is a chartered financial analyst charter holder. Prior to joining VIA Rail, he has held various investment related positions at Laurentian Bank and State Street.
