Francois Quinty is the director of investment management for Via Rail Canada Inc., a federal Crown corporation that operates the national passenger rail service. He joined Via Rail in 2003 and, since 2005, has overseen its defined benefit pension plan investments, with assets totaling $2.5 billion, as well as supplemental, hybrid and defined contribution plan investments. Quinty is responsible for establishing and implementing investment policies, the selection and monitoring of external managers, the internal management of a $450 million real return bond portfolio, funding policies and reporting to the audit and pension investment committee of the board. He’s also a member of the pension investment committees at McGill University and the City of Laval and was a board member of the Pension Investment Association of Canada from 2018 to 2023. Quinty holds a bachelor’s degree in finance from the University of Quebec in Montreal and is a chartered financial analyst. Prior to joining Via Rail, he held various investment-related positions at Laurentian Bank of Canada and State Street Corp.
